Delegate subzone authority

I need to create a subzone (i.e. 123.abc.com) and then
give authority to that new subzone so they can control it
on their DNS server.  How do I do that in NT?  Not a DNS
guy by any stretch of the imagination.

123.abc.com.        NS    their-dns-server.example.com.

their-dns-server.example.com needs an A record.
