How to get into the firewall configuration to open up a
port for Cisco VPN?

Well NT4 does not have any built in firewalls so what product are you using?

OK, that explains why I cannot get info - I need to open
up certain ports and IP addresses for Internet traffic -
how do I do this?

Well all ports are already open without a firewall?!?!? Why don't you tell
us about your system a little so we can help......Does this machine have 2
nics? Connected directly to the Internet? Etc?

I thought my problem was I needed to open these ports/IP
addresses, so I wanted to know how to check if they were
open. If you say all ports are automatically open, this is
not the cause of the problem I am having with getting VPN
to operate properly.

Ok, but you should get a firewall if your machine is connected directly with
a broadband router.
