Windows NT system variables

Hi

I have a Vb.NET service that runs on a WIndows NT machine.
This service uses a DLL (for which I do not have the
source and it is written in C++), this DLL accesses the
IBM MQ Series queue, using some parameters set in SYSTEM
variables (PATH and another variable specific to MQ).

The interesting part is if I change the system variables,
the service (or dll i should say) does not recognize these
changes until I reboot the machine. Is this a Windows NT
feature or is it the way the service or DLL is written

The effect of adding and or editing system variables should be immediate.
After the change and from a command prompt;
set
should verify this.

set does show me the change, but the changes are not
recognized by the application, until reboot
