DLL initialization failure Initialization of the dynamic link library

Hi!
I get the error message "ServiceName - DLL initialization
failure Initialization of the dynamic link library
c:\windows\system32\user32.dll failed. The process is
terminating abnormally" on a windows NT 4.0 server. I have
checked on Microsoft's knowledegebase and I found an
explenation, but the fix did not work. Here is the link to

scid=kb;EN-US;142676. Has anybody out there experienced
the same, that this fix did not work and maybe fixed the
problem with another fix? The pop ups accure frequently
and I'm not able to start most of the applications on NT.
Reinstalling SP6 helps and restarting the server also
helps, but the error returns after a couple days.

I experienced the same problem.
Description:
------------
Configuration:
Microsoft Windows NT Workstation SP6a
Apache 1.3.24 (official version downloaded from apache.net)
PHP 4.3.4 (official version downloaded from php.net)

Regular bug:
After every ~800 .php script calls server shows message:

Initialization of the dynamic link lybrary
c:\winnt\system32\user32.dll
failed. Process is terminating abnormally.

And I read the same article and edited Registry as it was
proposed but it didn't help!!!

No ideas unfortunately...........

If you will find solution could you please help me?
