Daylight Savings Time for Windows NT 4.0

Is there a manual edit for Daylight Savings Time 2007 that is available for
Windows NT 4.0 server?  What will be the affect on Windows NT 4.0 Server if
there are no update to the OS?

I have heard that there is a patch available for Windows NT 4.0 for DST with
the KB932245 but I have not been able to get a hold of the KB article itself.
But if you call MS and you have the proper support you can get the article
and hotfix with it.
