Win NT task WINLOGON.EXE

I notice now when I logon to the internet information is flowing when
I am not doing anything. As soon as I end the process WINLOGON.EXE it
immediatly stops. Question is did someone load this on my PC through
the net? If so how can I keep it from loading when I start up my PC.
Any help would greatly be appreciated!
