What's the maximum number of characters in Domain account ?

I have to rename all my domain accounts based upon a corporate standard before an Active
Directory migration.

What is the maximum number of chars. that can be used in a domain account ?

What Resource Kit utility is best for performing this from a Command Line ?

NT User ID cannot be longer than 20 characters:

Rename:

But I can't find the RENUSER.EXE utility.  Do you have a specific URL to download this
utility ?
