Lost services NT 4.0

We have lost access to most of the services in
Control Panel in NT 4.0 server edition, but they do
show in Windows NT diagnostics - services.

How does one get them to reappear in the Control Panel - Services to regain
control?

What do you mean by lost access? What does;
net start
return with? Are the missing services running? What does Event Viewer have
to say about it?
