Error creating DSN for SQL Server in Windows Nt 4.0

trying to access a SQL Server DSN in Windows NT 4.0
Unable to configure driver. The error is as follows...

ODBC ERROR: System Error 126

The error persists even after formatting and
reinstallation, but installation on other machines with
same OS work fine.

Is this related to Win NT / SQL Server ? How can we solve
this problem?
