Changing Date Cutoff in Windows NT

Does anyone know of a way to change the date cutoff in
Windows NT?  It's currently 2029/1930, e.g  though an VB
Immediate window typing ? Format ("01 jan 33", "dd mmm
yyyy") returns 01 Jan 1933.  

In XP you're able to do it throught Control Panel,
Regional Settings, but can't find anything similar in
NT.

don't get the option they mention in the article.  
Interestingly, if you go to the command prompt and set the
date to 01-01-33 and then type 'date' again it displays it
as 01-01-2033

If you can think of anything, great.  If not, no worries.
