Using Cell Phone as a Modem with Windows NT

I have been unable to find a way to use my cell phone as a
modem to dial up the internet.  I have an IBM 770 Thinkpad
with Windows NT.  

Any suggestions?

You'll need to get a cell phone modem to connect the two.

And at best get between 9,600 baud to 19.2Kbaud !
