i searched technet for a solution to my problem and came
up with this
162031: Additionally, the logon dialog box may go away,
leaving a blank screen, or wallpaper only, without any
taskbar or desktop icons.

it said to make sure read only was checked on %
systemroot%.  i noticed in NT that it is 'read only', not
just read.  either way checking 'read only' didn't work.
any suggestions?

Check that explorer.exe is the default shell to start. Look at the Reg_Sz
string value of;
"Shell"="Explorer.exe"
found at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

You can try manually starting the shell Task Manager|File|New Task
%systemroot%\explorer.exe

To check Event Viewer for errors. Try running Task Manager|File|New Task
%systemroot%\system32\eventvwr.exe
