Thank you for the info but it doesn't really solve my
issue. I have no control over the encoder but I have
control over the windows media services, server. Is there
any way for me to control the bit rate from the server side?

I don't know if there is any app that can take a 64kbps stream live and
encode it at a lower bitrate (to say 32kbps) and then stream it like an
encoder would do. If there is such an app, then you can use that app and
use the server along with it. The server does not "transcode" to a lower
bit rate stream by itself. If there are multiple bit rate streams, it will
be able to select the right bitrate (among the available bitrates) that can
be sent to the client.
Other than this, I don't have any other ideas on how to get this done. Hope
someone else in this list can help you with this.

I've done this by using a server connecting to the windows media 64k stream
with windows media player, playing it then reencoding it at a lower bit rate
with windows media encoder and publishing it to the local windows media
services.
Nasty! But it works!! :)
