The webcam video needs to be encoded to windows media video format -
the tool you use to do that is called Windows Media Encoder, and is
free download from this page :
http://www.microsoft.com/windows/windowsmedia/forpros/encoder/default.mspx

The encoder will convert the video content to the appropriate format
for streaming, and send it to the specified server for actual
broadcast to clients (the clients connect to the server, not in
general to the encoder itself).

There's an article on this Gov site showing step by step how they
configure the encoder to send the video live to the streaming server :
http://wsgfl.westsussex.gov.uk/ccm/cms-service/stream/asset/?asset_id=2324046&fi
le=/using%20media%20encoder%20v3.8.doc

(see 'broadcast a live event') as well as the help built in to the
encoder application itself.

HTH
Cheers - Neil
