I am trying to set up a default publishing point of type "broadcast".
I deleted the default "on-demand" type and got the new one created.
Want I want is for publishing points created without specifying a
template to use the default attributes.  My real goal is to not allow
a pub point to be created if the template is not specified.  So, my
thought was to create the default type with the desired attributes,
including pub point authorization of "Deny" for "Everyone".

My problem is that new pub points created dynamically without
templates, do not seem to inherit the attributes of the default type,
even including limits and such.  There is not a lot of documentation
on this type of default publishing point.  The encoder seems to imply
that it should work this way but I am having trouble.  Any help, much
appreciated.
