Preventing Multiple Connections From Same IP Address

Does anybody know how I can prevent multiple connections from the same IP
address.  I'm sure I could code my own plugin, but I was wondering if there
is anything built in or a 3rd party tool that can help me.

Do you want to do that?
There may be multiple users behind a firewall that is doing NAT, such
as an office building or school
We have seen 40+ radio streams going into some universities
