I have a Windows Server 2003 Enterprise machine. The server is a DNS and DHCP
server. I have several managed switches that I want to create VLANS to reduce
broadcasting traffic.  I want around 3 different subnets. Is this possible
without a layer 3 switch to route the traffic? Can I configure the DHCP to
work with these switches?

No, unless you install three different NICs in your server.

Yes, but you'll need a separate configuration for each network.  DHCP
request packets are broadcast to whatever network (or VLAN) the computer is
on.
