We are trying to setup a WMS to stream out live content to people over
the Net. We have unicast working, but it our bandwidth only allows
maybe 20 connections before it starts getting really choppy.
Multicasting doesnt work over the Internet, yet, so what is the best
way we can do this and have in upwards of 100+ people connecting to
our live stream over the net? How does a place, like CNN, for
example, stream out live media to thousands of people?

Typically they would either run their own CDN (content delivery
network) with multiple datacentres near to regional centres (US,
Europe, Asia etc).
Or they would employ a hosting company like Akamai or Limelight
networks, to do the job and save on capital expenditure.
100 connections is very small, and 20 is tiny so obviously you don't
have enough capacity to handle that. Akamai etc rent bandwidth in
astronomical volumes, so that cost saving can be part of their
business model as profits - leaving them to manage, log and make your
content robust with what's left from your streaming contract ;-)

Unless you want to upgrade you internet conneciton, you may want to look at a
streaming provider.
http://www.ontrel.com is one you may want to look at.
