I've heard a lot of people swear by (rather than at) the Osprey Pro

The Canopus range (starting at ADVC110 and above) are also frequently
in use http://www.canopus.com/products/ADVC110/index.php for lower end
applications. This series has the advantage of offloading ADC from the
capture card, and output to DV (which almost any PC can capture
quickly and reliably with low CPU overhead)
That particular device also allows analog out from DV in, so you can
go both ways if necessary. It also gets you locked audio, which many
DV cams don't have.

I have used the Spectra8 but I didn't get a very good quality

I've used high end Osprey cards and they've worked great, although driver
updates can be a little buggy.
