Per minute billing - Point me in the right direction

Hello

We have loads of movies and have been streaming successfully for a while.
Rather than having people pay per movie, we'd like them to be able to buy
time and the view any movie at any time and automatically decrement their
paid for time counter.

Where do I start?  I have a website and SQL Server etc. already and a
streaming environment,. I just want to develop this kind of application.

Could someone point me to the right bit on MSDN or any other article that
discusses such scenarios.
