Bind Group Policy to a security group

Can I make a Group Policy (in this case install software) to run based on
user / group?

I dont want to make a OU for this.
I already have a base OU but I want put the GPO on this OU but only have it
run on some users in this OU.

Can this be done?

You can use security filtering for this policy.
