I have this mystery with Group Policy. I have three OU's for three different
school buildings and within each one three sub OU's. The sub OU's are staff,
students, and computers. In editing a new policy in staff and student OU for
redirection of "My Documents" I'm finding that the GP in each respective OU
does not get applied to the user when they log on. Even my test user which
is indeed in the respective OU does not get the GP for that OU. From my
understanding redirection is not being blocked by an inheirited policy. Any
suggestions would be helpful, I've been working on this non stop for about a
week and am practically brain dead and could be overlooking the obvious.

To check policy application, run rsop.msc on a client machine. It should
create a view with all policies applied. Is the folder redirection
policy applied? Also check with gpresult.exe to see if it maybe is
filtered out.
