My C drive is probably too small, but I'm trying to free up space and there
are ~400MB of data in 137 of these folders titled $NtUninstallKBXXXXX$. If I
have no intent of uninstalling the updates can I just delete these folders?

Yes.   But keep any that have "service pack" in the folder name.  You can
also delete the KBxxxxxxxx.LOG files that correspond with those folders.

BTW, and just to be on the safe side, I'd recommend you keep the ones dated
for the past ~30 days.
