Updates download but install fails

Setting up a Windows 2000 workstation using an original Windows 2000 CD
(i.e. no service pack included). My normal practice when setting up systems
is to install the base OS, then go online and use Windows Update to install
first SP4, then IE 6 sp1, then every other available update to the OS. Only
after that is done would I install application software.

This weekend our Internet connection went down so I had to come up with a
workaround for the system I was putting together. I downloaded Windows 2000
SP4 to a laptop computer (gotta love hotspots) then transferred the file to
the new workstation. Ran the SP4 executable and installed SP4.

Installed Internet Explorer 6 sp1 in a similar way.

Then I installed all my application software.

My internet connection is up now. I run Windows Update (or Microsoft
Update). Updates are identified and the updates download to the workstation.
When it comes to the install step, the install fails (this goes for all
updates) and I get the "Updates were unable to be successfully installed"
message. If I manually download the updates to the workstation and run them,
they install. It just seems that Windows update can't do the
download/install process itself.

Any suggestions on how to get Windows update to complete installs?

I noticed when doing clean installs of Windows 2000, that you have to be
careful to apply multiple updates in order.  You cannot just run MS
Update, check all, and install, unfortunately.  You have to apply them
in a logical orderly fashion, not just according to release date.
That's my experience.
