Windows Update service behaving erratically

All:

Running Win2K Pro SP 4.  For the last month or so, Update has been behaving
unpredictably.  I'll see the Icon in my system tray saying that updates are
available.  I used to click on Download now and the updater icon remained in
system tray and mouseover showed a tool tip with progress (in %) so far.

Now I click Download now and see no indication that download is proceeding.
I use dialup internet where I connect and disconnect several times a day.
Occasionally the update icon will reappear in the system tray and mouseover
will show that a download is proceeding but I open a few browser windows etc
and the update icon disappears again.  I have no idea where I am in the
download process.

Apologies if this behavior was described somewhere else but I have looked
and I can't seem to find it.  I believe this started happening around the
time I installed SP4 but I have also installed OneNote in this timeframe.

Any suggestions?

Hi;

Are you using a 3rd party pop-up blocker?  Some have reported a similar
issue due to the pop-up blocker in Zone Alarm, or to having some other
3rd party pop-up blocker installed.

Nope.  All I use is an AV program.
