SP4 Installation error during installation of files

I've had to reinstall W2k and have been trying to download and install SP4.  
All is well but when it tries to install the SP4 files, it stalls with this
error message:

Setup can't copy cliconfg.exe

If I cancel this operation then the entire process is uninstalled and I get
no Sp4 updates.

How can I get around this?

You could try downloading the entire package and then doing the install
offline. You can download SP4 from here:

http://www.microsoft.com/windows2000/downloads/servicepacks/sp4/default.asp
