SP4 fails on startup

Dear All

I have just installed SP4 for Win2K from Windows Update. I did the all
updates excluding the one that had to be done separately. It suggested
I restart but I went back and did the exclusive one. After that it
asked me to restart and I did.

Now it will not reboot, it is hanging on "applying security policy". I
archived the files needed if I wanted to go back. How can I go back if
I cannot actually boot in the first place?

Would appreciate some help. Thanks.

Can you boot into Safe Mode?
