Computer slows down after SP4

I just reformated the hard drive, and inatlled Windows
2000.  Everthing was fine until I installed SP4.  Since
then the computer takes an age to do things, but on the
odd occasion runs fine.  Any idea what is happening?

Did you install SP4 from the CD, offline?
