SP2 won't change to SP4

I'm using the Administrator account on a W2K Pro computer. I'm trying
to install SP4. I've downloaded both the (586 kb?) Express User
install version, and run it, and nothing seems to happen, and also
have downloaded the full SP4, and run the executable, and nothing
seems to happen.

When I go to the Windows Update site, it says there are 43 critical
updates and service packs that need to be installed, and the first one
is the Express User version of SP4 (which has a warning above it that
says I have to download/install it separately from the rest of the
updates--I do download it separately, but then nothing seems to
happen.) If I reboot, nothing seems to have changed.

Other executables on the computer open/run just fine. Symantec AV 2002
keeps notifying me that the computer is infected with the Beagle
virus, but that Symantec cannot repair the file. It's highly likely
that other viruses and malware are on this computer, but I thought I
would try to install SP4 first, before trying to remove much of the
malware.

Has anyone experienced a nearly identical or similar problem, and
sovled it? Thanks.

for some reason SP4 won't install on any of my machines
unless sp3 is there already.  Download and install sp3,
then move on to installing sp4.  If you REALLY want to.  I
am finding that about 20% of the time sp4 causes crashes,
random reboots, printer driver conflicts and IE to stop
working.
