Does anyone know of a way of listing the hotfixes that are installed on
a computer, from a command line?

Sooo many ways:
- NetDiag.exe /V [/Debug]     from the Support and free ResKit tools
- QFECheck.exe                Q282784
- MBSACLI.EXE                 http://www.microsoft.com/mbsa/
- CMDInfo.exe                 http://www.savilltech.com/
- ....
