I was having this same/similar problem. I tracked it down
to my software firewall. It was blocking all outgoing
attempts. What I did to resolve the issue was to turn off
the firewall during install and disable it from
automatically loading at start-up. Once the update was
done, and after the re-boot, I manually launched the
firewall and reset the auto-startup option.
