Automatic Updates not in Control Panel (Windows 2000 SP4)

I cannot configure Automatic Updates because it is not
available in the Control Panel.  I am running Windows 2000
with SP4.

Any ideas how I can turn it on in the registry or make it
available in the Control Panel?

Is wuaucpl.cpl present in %systemroot%\system32?
