SP4 and faxt30.dll

I have been trying to install Windows 2K SP4 on one of my
remote servers and every time I do I get a message that
another service is using the dll.  I've shut down all the
services that I can on the machine (I'm remotely
connected to it).  I've also used some software to
identify what thread/application was using the dll and it
did not help.  Of course I've restarted the machine
several times also.  Does anyone have any ideas on what
could be the hang up?

Just to be clear, the dll that is in use is the
faxt30.dll.
