cannot find csrsrv.dll

Hi,

I just installed a service pack for windows 2000.  Now my
computer goes into an infinite reboot cycle when I try to
start it up.  It give me an error message to the effect
of "cannot find csrsrv.dll".

I can't even get it to go into safe mode.

Help.
