If, after installing Windows 2000 and SP1 ~ SP4, a user
decides to install IIS or Terminal Services or some other
feature that gets pulled from the original CD... are these
newly added features going to lack fixes that may have
been part of service pack releases?

TIA

While that happened with NT, in Windows 2000, you do not need to reapply
service packs after installing components (it should install the correct SP
version of files based on the service pack you've installed on the machine).
