0x800a138f  What do I do to fix
win 2000

I had the same error with WinXP and the solution was (for me
anyway) to "add" a language (English) to the "Language"
preference box under Tools/Internet options/Languages... menu.
The other solution was to delete cookies and internet files under
the Tools/Internet options menu. Hope this helps...

I had the same problem and the solution was to adjust my
proxy settings.  Make sure you compare the proxy settings
on a PC that is working to the one you are having problems
with.
