Does anyone have any metrics on how long Windows 2000
professional takes to start on Dell Desktops?

Or any desktop for that matter.

Duh! Doesn't it depend on about a dozen variables? What
bus speed, processor speed, hd speed, amount of memory,
virtual memory setting, amount of free space on the hard
drive...just to name a few. Why do you want to know this?
The number will be different on every computer you test

About 4 and a half minutes on one, 5 on another and 3 minutes 45 seconds
on the really fast one.
