RDP Server 2000 SP4- configure users

Hi, I have remote desktop connection installed and working fine on a windows
server 2000 SP4 machine, but want to be able to allow users to remote into
this machine without needing to be a local admin on the server, how can I do
this?

I cannot find anywhere on the server 2000 box that allows you to configure
users who can remote in like in XP/ 2003. Also, there is no remote desktop
local security group on the server. The only way people can login in at the
moment is if they are local admin or domain admin.
