The fact that you cannot stop or pause the Terminal Services
service is by design, so that's not part of your problem.

Is there anything in the EventLog on the server?
Has it ever worked before?
How is your TS Licensing set up?
Is the server listening on port 3389 (check with "netstat -an")?
Have you checked in terminal Services Manager on the console of the
server if the listener has the status "down"?
I hope that this TS is not a production server, because after
uninstalling and re-installing TS, you will have to re-install all
applications as well.
