Let me make some guesses about your environment:
1. your Terminal Server is running W2K, correct?
2. your TS CALs were purchased and installed on the TS Licensing
Server *before* you installed W2K SP3 on the TS and the LS,
correct?
If 1 AND 2 are correct, then check your TS Licensing Manager. You
will probably see that part of your purchased TS CALs are
permanently issued to old clients that do not exist on your network
anymore. This problem was fixed in SP3 (licenses got an expiration
date and are now automatically returned to the pool of licenses on
the TSLS when the client does not connect anymore), but if you
installed your licenses *before* SP3, then you have to phone the
Clearinghouse. They will re-issue your licenses.
