XP Home User Temp Licence from W2K TS Box

I have a very similar problem. My client connects from their Windows XP Home machine into a W2K TS box. We recently purchased 5 user TS CAL's for these home remote users. However now I am getting the yet the:
"Application popup: Terminal Services Warning : Your terminal services temporary client license will expire in 11 days. Please contact your system administrator to get a permanent license."
I have only recently noticed that when the 5 TS CALs were put on the server the TS Licencing service was not running so I have now ensured this is running but its not resolved the problem. FYI my server is setup in 'PER SEAT' as opposed to 'PER SERVER' mode.
I look in my TS Licence Manager and none of the 5 licences I bought are allocated and everyone seems to be stuck on temporary licences.
Any suggestions I have 11 days to fix it!!

Vera Noest [MVP] - 08 Jul 2006 14:11 GMT Which OS is your Terminal Services Licensing Server running? You write that you "purchased 5 user TS CAL's". Per User TS CALs can only be installed on a 2003 TS Licensing Server, and only used by a 2003 Terminal Server (because they were introduced with Windows 2003, so a W2K TS doesn't recognize them). Can that be your problem?
If you have a W2K TS Licensing Server (and thus installed not Per User, but Per Device TS CALs), then the problem could be that the TS cannot locate the LS. Could you please post details about your environment: which OS on the TS, TS LS and the DC? On which server runs the TS LS?
Note that:

The TS Licensing Server is 2000, not 2003.
How can TS CAL's only be installed on a 2003 Licensing server? I have a client with a 2000 Server which runs TS CALS?? Thoughts?
Maybe that is where the issue is. The only option when I wanted TS CALs was for 2003 TS CALs?! Thoughts?
Ok environment as per below:
DC: W2K3 TS: W2K
All users dial into the TS server and use applications and files from there. The DC also handles MS Exchange 2003 which they use through Outlook via TS.

I think you misread my reply. Of course you can install TS CALs on a 2000 TS Licensing Server, but not *Per User* TS CALs. It is correct that you can only buy 2003 TS CAL, but when you install them on a 2000 TS Licensing Server, they are automatically "downgraded" to 2000 TS CALs. BUT: you can only install *Per Device* TS CALs on a 2000 TS Licensing Server, not *Per User*, for the reason I gave in my first reply.

Can I downgrade a TS CAL for use on a Windows 2000 terminal server? A. Yes. You may downgrade Windows Server 2003 TS CALs. However, both TS User and Device CALs will act as device-based CALs when accessing a Windows 2000 terminal server, as TS User CALs are not supported. So you didn't install "5 user TS CAL's", you installed 5 *device* TS CAL's.
You don't write explicitly on which server the TS Licensing Service is running. But since you write that the TS LS runs on 2000, I assume that it runs on the same server as the Terminal Server, is that correct? And that server is a member server in the domain, correct? If so, then that is your problem: A W2K TS Licensing Server *must* run on a domain controller, as documented here:

Ahhh I now understand! I think I misread your original post - now it all sinking in!
Server1: Windows 2000 Server (TS, Applications, Data) Server2: Windows 2003 Server (Exchange, Domain Controller)
All my home users connect into Server1. Server1, as above, is the machine I installed the TS CALs on, and which runs the TS Licensing service.
Server1 is indeed a member Server of the domain.
Yes I am seeing both ErrorID 29 and ErrorID 7024 in my event log!
How would you suggest I fix this problem? P.s. Your help and patience is greatly appreciated.

New update. I have logged onto Server2, the W2k3 box, and it already has TSLS instaleld and running. In the current products installed it has:
Existing Windows 2000 Server - Terminal Services CAL Token (per device) - Built In - Total Unlimited - Available Unlimited - Issued 12 Temporary Licenses for Windows 2000 Server - Terminal Services CAL Token (per device) - Temporary - Total ' - Available ' - Issued 1 Temporary Licenses for Windows Server 2003 - Terminal Services Per Device CAL Token - Temporary - Total ' - Available ' - Issued 9 Windows Server 2003 - Terminal Service Per Use CAL Token - Open - Total 5 - Available 5 - Issued 0.
Is there anything here which needs changing or addressing before I continue?

Note also that there are already *9* temporary Per Device TS CALs issued. So unless you start limiting the number of clients which are used to connect to your TS, 5 TS CALs are not enough, you need at least 9.
