Terminal Server Licensing and Windows License Service

DC is a Windows Server 2003 Standard with Terminal Server Licensing
installed.

Users connect to a dedicated Windows 2000 Server in Application mode for
terminal services.

Does the Windows Server 2003 License Service have to be running for the
Terminal Server Licensing service to run?

I currently have it disabled but I am seeing Event ID 231 warnings in the
application log on the Windows 2000 Server.

No, the Windows License Logging Service is not needed for TS
Licensing. It is disabled by default in 2003 SP1 and will not be
included in future versions of Windows.
You can disable it on the W2K server as well.
You will of course need to ensure that you have enough server CALs to
comply with the EULA.
