I'd like to set up a PC running Windows 2000 to accept RDP access from a
Windows XP workstation. No servers are involved. Is this possible without any
licencing costs. If yes, where can I find the software for the W2000 to host
an incoming RDP connection

No, this isn't possible.
W2K wokstations can only be an rdp cclient, not an rdp host.
Use vnc or netmeeting instead.
