I can't give you the specific steps, have never used ISA server.
But it should be really straightforward: create a rule to forward
incoming traffic on port 3389 to the internal IP number of your
Terminal Server.
Try the manual and Help and Support, if that doesn't help, post to
microsoft.public.isaserver

Hi Noest,
I got connected with RDC. I created a Packet Filter with the following details
Protocol: TCP
Direction: Outbound
Port: All ports
Remote port: All ports
In the local computer tab I specified my ISA Server's external IP Address
and got connected.
