One User has rights to shut down TS server

We have 2  Citrix Metaframe XPa. Some Domain Users got Default User profiles
and couldn't work with MS Office apps when they logged in. Now it loads their
own profile and Office apps function well since I changed the Rights on the
TS Server Registry HKU...
But one of the Domain Users has the right to shut down the server when he is
logged on to TS Server 1. He his not a member in local admins group neither
he has any exclusive rights on HKLM.
Any ideas?

check if the user have the right to shutdown the computer in the local
server policy. also check if the user is a member of another group on the
server(power users, server operators etc.)

Can the user shutdown server 2 as well?
