You don't write if you have a need to access the machine in
Singapore with more than one user at a time.
If you have that need, then you will need a server Operating system
(Windows 2000 or 2003) and install Terminal Services. You will then
also need to install a Terminal Service Licensing Server (can run
on the same machine if it is a standalone server in a workgroup),
and you need to install Terminal Services Client Access Licenses on
the Licensing Server (depending on the OS on the server and the
clients).
If one connection at a time is enough for you, then you could
instead install Windows XP Pro on the machine, and access it with
the Remote Desktop Client software.
In both cases, you need to make sure that port 3389 is accessible,
probably by forwarding port 3389 on the firewall to the Terminal
Server / XP Pro machine.
If you decide to install a server OS, you will need more memory.
