Multiple Local W/S attaching to a Application located on a 2003 server
via term services.  the local machines share local printers to print
reports from application. Can and how can we print to a local shared
printer, if the computer which owns the printer is not attached via
term services.

If it is in the same domain, or on the same network as the TS, then just add
it user's profiles.

If it is on a separate network, and the user is not connected via VPN or
RDP, then you're SOL.
