These aren't specific to the Quicklaunch Toolbar, but should work.

GPO->User Configuration->Administrative Templates -> Start Menu and Taskbar-> Do not display any custom toolbars in the taskbar "Enable"

and

GPO->User Configuration->Administrative Templates -> Start Menu and Taskbar-> Lock the Taskbar "Enable"
