Group Policy for TS Users

How to: set up things so that group policy applies to TS
users?

Have one remote office that connects to our WIN2000
Terminal Server - running Citrix Meta Frame 1.8 SP4.  
There are 17 users.  There are several GPOs that we use I
would like to apply to the TS users - currently not the
case.

Do I need to put the WIN2000 Member Server in it's own OU
and then apply the desired GPOs to that OU?  I would need
to use loopback processing?  Example of one GPO - have
the warning when someone logs on that "Unauthorized
access to this computer system is prohibited".
