one remote connection

I understand that in remote administration mode (which is
the mode I'm in) for Terminal Services you can only have
three administrative connections including the console.  
Well I have a situation that after one user connects no
one else can connect.  It say that the maximum connections
has been exceded.  I check in the TS manager and I only
show one session.  No other disconnected or active
sessions.  Can someone tell me why this is that I can only
have one person connected at a time in this mode or
provide a fix?  Thanks!

Check the Licensing control panel to see how many Windows Server CALs you've
installed.
